Our affiliate, Airways International Limited is the international business subsidiary of the Airways Corporation of New Zealand (Airways New Zealand).  Airways International was formed in 1992 to take the commercial and operational skills of Airways New Zealand into the international arena.


 Airways New Zealand

Since 1987, our affiliate Airways New Zealand (“Airways”) has provided air navigation services (ANS) throughout the 34 million square kilometres of domestic and oceanic airspace for which New Zealand is responsible and at 15 airports across the country.  The Civil Aviation Division of the Ministry of Transport formerly provided these services. 

Airways was the world’s first fully commercial air navigation service provider and has set the standard for those that have followed.  Despite a deregulated and competitive environment, Airways continues to be the sole provider of air navigation services both in New Zealand’s domestic flight information region (FIR) and throughout the Auckland Oceanic FIR.  Airways operates as a private company whose shareholder is the New Zealand Government, returning a dividend to that shareholder, paying normal company taxes and raising all debt on the commercial market.

Airways is recognised as the world leader in introducing satellite-based CNS/ATM technologies into operational use.  Its interim Oceanic Control System (OCS) was commissioned in September 1995, providing, throughout the 34 million square kilometre Auckland Oceanic FIR, the first operational Automatic Dependent Surveillance (ADS) and Controller Pilot Data Link Communication (CPDLC) service.  The full OCS, which includes extensive flight data processing features and controller tools, was commissioned in 2000.  Engineers and air traffic management specialists from these projects are now with Airways International.

Airways New Zealand employs close to 700 people including 335 air traffic controllers and 120 engineers and technicians.

IATA, who has been taking a greater interest in air navigation services in recent times, recognised Airways New Zealand’s achievements through the IATA Eagle Award in 2003 and again in 2008.

Airways International

Airways International was formed to offer Airways New Zealand’s experience and expertise to other Air Navigation Service Providers (ANSP) by delivering consulting services in the commercialisation, financing and operation of air navigation services.  It has a permanent staff of commercial specialists, air traffic management specialists and air traffic systems engineers. 

Airways International specialises in:
• The commercialisation of ANSP organisations;
• The design, planning, implementation and project management of air navigation systems;
• The institutional strengthening of ANS providers;
• The selection and training of air traffic controllers, air navigation system engineers and technicians, as well as financial and managerial personnel;
• The provision of support services, including quality assurance, auditing, flight inspection and equipment maintenance, on a routine basis.

A comprehensive range of services is offered that include strategic planning, corporatisation policy development and implementation, commercial management and planning, economic analysis and financial structuring related to the commercial provision of air navigation services. 

Our affiliate, Airways International also provides professional engineering services for systems planning and implementation, airport infrastructure, project analysis and auditing, air traffic management studies and navigation procedures design, institutional strengthening activities, and dedicated training for air traffic controllers and technicians. 

Airways International’s qualifications in commercialisation, institutional reform and system modernisation are based upon the skills and experiences of its permanent staff, derived from establishing, managing and operating the most successful commercial air navigation services system in the world.

Consultancy services offered by Airways International include:

•Training courses for Air Traffic Controllers, engineers and technicians, including Aviation English language;

Airways International’s customers have included companies and organisations in; Australia, Bermuda, Cambodia, Canada, China, India, Indonesia, Japan, Korea, Kuwait, Malaysia, Maldives, Mauritius, Mongolia, Mozambique, Myanmar, Nepal, Oman, Papua New Guinea, Philippines, Singapore, Taiwan, United Arab Emirates, United Kingdom, Vietnam and a number of South Pacific states, as well as the World Bank, the European Bank for Reconstruction and Development, the Asian Development Bank, the Australian Agency for International Development and the New Zealand Ministry of Foreign Affairs and Trade.

Projects have included systems procurement and implementation, planning studies, provision of training, financial studies, technical assistance and institutional strengthening.

Airways International projects include:

•Undertaking radar, CNS/ATM and other air traffic control training for various clients including Oman, UAE, Vietnam, India, China, Hong Kong, Indonesia, various Pacific Island states and the FAA. 
•United States –partnered with another company to implement three Oceanic control centres for over 46 million square kilometres of airspace plus conducted training for 650 FAA staff.
•For the Civil Aviation Authority of China, provision of an aviation billing system for the whole of China – continuing in phases.
•For Taiwan – collaborating with a partner to provide 12 airports with a world-class air traffic management solution.
•For the Philippines – providing design and project management for an ATM system and communications upgrade - for 24 airports and 12 radar sites.
•For Oman – involved in the Muscat and Salalah International Airport upgrades providing a new parallel runway, new ATC tower, and new ACC Centre and ATM Systems.
•For Kuwait – partnered with a company to develop a parallel runway, new ATM system, surveillance and communications technology, and more.
•Advising the Government of Canada on the commercialisation of air traffic services; and preparing a consultation paper on the international experience in the commercialisation of air traffic services. 
•Preparing a privatisation proposal for a large Malaysian corporation wishing to acquire the Malaysian air traffic system. 
•Advising the European Bank for Reconstruction and Development (EBRD) on ATS commercialisation in Russia, Ukraine and the Central Asian Republics. 
•Contracting with the Airports Authority of India to provide, install and commission a system to provide Automatic Dependent Surveillance (ADS) and Controller Pilot Data Link Communications (CPDLC) in the Calcutta Flight Information Region. 
•Advising the Government of Bermuda on the transfer of the Bermuda International Airport from US Navy control and ownership to ownership and control by the Government of Bermuda. 
•Completing studies on the introduction of the ICAO CNS/ATM concept into Maldives, Myanmar (Burma) and Nepal.
•Participated in a number of projects in Papua New Guinea under the Balus Programme, including urgent system maintenance, GPS procedures design, training studies and aeronautical communications studies.
•Providing maintenance and other technical training for clients from India, Vietnam, Papua New Guinea and various Pacific Island states.
•Undertaking installation projects for equipment manufacturers in Korea, UAE, Singapore, Cambodia, Philippines, Germany, Thailand and various Pacific states.
•Preparing a major proposal, for a Japanese corporation, for the supply and installation of a range of air navigation systems for Mongolia.
•Providing on-going systems engineering and technical maintenance support to ANS providers throughout the South West Pacific, including the supply and installation of equipment, flight inspection, equipment upgrades and periodic maintenance. 
•Assisting the Government of Mauritius procure and implement air traffic service infrastructure, including CNS/ATM solutions.
•Developing satellite-based navigation procedures for Mongolia, Nepal, Maldives, Afghanistan, Papua New Guinea, Kiribati, Fiji and the Cook Islands. 
•Providing flight inspection services to a number of states in South East Asia and the South Pacific region.
•For the Asian Development Bank, undertaking institutional strengthening of the commercial aspects of air navigation services in Cambodia.


Training

Airways International provides training aligned to the International Civil Aviation Organisation (ICAO).  The ICAO Annexes have been referenced in a range of courses designed specifically for managers, air traffic controllers, engineers and technicians to provide a thorough grounding in the systems, techniques and processes that make up the services to support airspace management and regulation. Airways International also has the expertise to develop ICAO aligned training courses to meet specific customer needs.

Air traffic control courses, which include ab initio training and radar and non-radar approach control and area control courses, follow the appropriate ICAO syllabi.  Technical maintenance courses are also based on the ICAO syllabi, but may be adjusted to meet the client’s particular needs.

From its operational experience of CNS/ATM, Airways International has designed courses to give managers, controllers, engineers and technicians a thorough grounding in the systems, techniques and processes that make up these new systems.

English language courses are tailored, both in skill level and in content, to the client’s specific requirement. Courses are available in aviation English, business English, conversational English, technical English and written English, or can be tailored to combine two or more of these.

Quality and safety management courses can be designed specifically to meet the client’s requirements; subjects include quality systems, internal auditing, safety management, incident investigation and risk analysis.  Maintenance management courses are also normally customised for the client.

All courses are delivered by specialists.

Some examples of Airways training successes are below.

•FAA ATOP Training Program
Airways is continuing to support the FAA with development of ATC training programs. Airways was contracted to develop the training programmes and train over 300 Air Traffic Controllers and 300 technical personnel of the FAA in the use of the new Air Traffic Management system, ATOP (Advanced Technologies and Oceanic Procedures) being introduced into the FAA’s three oceanic airspace centres at Oakland, New York and Anchorage. The training element of this five year program was completed in 2007 but Airways continues to support it.

•UAE GCAA ATC Ab-initio Training and Radar Training
Airways is currently running ATC ab-initio training courses and Radar training courses for UAE GCAA ATCs. These are run annually or bi-annually, as required.

•Hong Kong ATC Recruitment and Selection and ATC Ab-initio Training
Airways successfully assisted Hong Kong Civil Aviation Department run a Recruitment and Selection Assessment Centre modelled on Airways’ own process. This was used to help Hong Kong select its next group of ATC trainees. These trainees are coming to New Zealand for a 14 week ab-initio training program following by flight training to PPL level.

•Vietnam Instructor/Management and ATS Senior Management Training
Airways has put together tailored training programmes for Vietnam ATC instructors and senior management. The ATC instructors required an instructor course with some operational management content whilst the senior management required a course focussed on practical every day senior management issues.

•China Air Traffic Management Bureau ATC Instructor and Aviation English Training
Airways has been working with China for a number of years. It is currently working with the Central Air Traffic Management Bureau to provide ATC

instructor and aviation English training courses in New Zealand for groups of Chinese ATCs.

•General Authority of Civil Aviation, Kingdom of Saudi Arabia

Airways helped the General Authority of Civil Aviation to select 30 high calibre students for ATC training. In 2010 these students will commence a 2 year training program in New Zealand with the first year focussed on English language training and the second year on ATC training.
